The CDER Laboratory was the first phase of a multi-building consolidated campus for the Food and Drug Administration. This multi-use laboratory and office space is used primarily to conduct research for product approval for CDER, and includes an extensive vivarium and laboratory. The upper floors are utilized by the Center for Devices and Radiological Health for similar product testing, certification and approval.

The heating and air conditioning systems consist of custom air handling units and over five-hundred variable air volume boxes serviced from the central utility plant. The specialty systems within the laboratory building include four electric boilers providing process steam and clean steam for humidification, a reverse osmosis/deionized ultra pure water system, an animal drinking water system and high purity stainless steel piping for compressed air and vacuum systems. The building includes fifty-five fume hoods with stainless steel exhaust systems.  The plumbing system includes acid waste and neutralization systems, water softeners and specialty gas systems for the laboratories.
